One State penitently set a precedent recently concerning inmate hygiene. As people are kept in close quarters, diseases tend to spread easily and very fast. Sometimes they don’t realize there is an issue until a dozen or more people are suffering.

For the sake of prevention of these diseases, this jail has decided to have the inmates submit to random urine tests and the occasional Phlebotomy to confirm their healthiness.

Within the first testing, 3% of the population was found to have a transferable disease in varying stages. This percentage might seem low compared to the cost of testing thousands, but the health costs to monitor and resolve medial issues are far greater. This is for many reasons but the primarily being that health care for some of these serious, transferable diseases can be long-term.

No institution wants to endure these long-term costs, and would rather have their inmates submit to testing before chancing any spreading of a disease.
